MAIN TASKS AND RESPONSIBILITIES:
Under the general supervision of the Chief Field Office in Makassar, performs a variety of support functions including information gathering, monitoring, technical and administrative services of moderate scope and difficulty, in support of programme activities, with particular emphasis on financial tracking and monitoring across the Makassar Zone Office. The Programme Assistant contributes to the smooth functioning of the Makassar Zone Office. This involves management of information and coordination of matters within a substantive team. The post is a key interface with a broad range of contacts including high-ranking officials both within and outside the Organization. The post prioritizes tasks and organized work independently based on general direction from the supervisor.
1.Administrative and programme support services provided to the Makassar Zone Office to facilitate smooth management of the Programme and effective processing of information and data.
•Helps support the programme for inputs with respect to monitoring trends on programme implementation in terms of programme disbursement of funds, and achievement of programme targets. Supports the generation of data for financial tracking across the Office.
•Ensure accuracy of documentation from Government Counterparts/NGO counterparts for requesting, receiving and liquidation of DCT; and that they are in line with UNICEF Financial Rules and guidelines. Identifies complex or sensitive subjects, and contacts, for special treatment as well as priority issues that need to be brought to the supervisor’s attention.
•Support the programme by undertaking field visits to follow-up on programme logistics and flow of inputs to project partners; monitors the programme review and check Government/NGO account documents on the utilization of UNICEF DCT and advise them as required with regard to UNICEF financial guidelines. Screening DCT and advice counterparts accordingly. Assist in the following up of liquidations and ensure these are accurately recorded /submitted to Jakarta office.
•Serves as Petty Cash custodian
2.Professional image projected through in-person interaction. Discretion exercised with programme information and sensitive materials.
•Projects a professional image at all times including when receiving visitors, places and screens telephone calls and answers enquiries.
•Keeps abreast of activities of importance, latest policies, procedures and organizational changes affecting the team.
•Establishes and maintains a records management system containing reference materials and confidential records on programme and operations issues as required.
3.Effective preparation and knowledgeable delivery of correspondence / communications, documentation and reports contributing to achievement of office objectives
•Prepare correspondence for supervisor’s signature.
•Establishes follow-up system of actions taken and reports to the supervisor.
4.Well managed and effective office operations, systems and procedures facilitates team work and the work of the office.
•Works closely with team colleagues and provides support in achievement of work priorities and objectives.
•Assist in arranging workshops and training event which involve both UNICEF and the Government.
•May supervise support staff and monitors work progress.
PROFILE OF THE IDEAL CANDIDATE:
•Completion of secondary education, preferably supplemented by technical or university degree and/or courses in accounting, finance or business administration.
•At least 6 (six) years of experience in accounting, financial or budget work, including on the job training in accounting and financial procedures and systems. Knowledge and skills in using corporate financial systems as well as standard office computer applications.
•Computer literacy and the ability to effectively use standard office software tools and other office technology to create documentation, exchange and archive e-mail, and maintain electronic filing systems.
•Ability to work with minimum supervision. Ability to extract and format data and to solve operational problems. Ability to organize own and others work, set priorities and meet deadlines. Ability to organize meetings and events. Ability to handle work quickly and accurately under time constraints
•Experience in the UN or other international development organization is an asset.
•Fluency in English and Bahasa Indonesia (oral and written) is required
