Job Description
International Organization for Migration (IOM) Indonesia is looking for a Migrant Care Assistant II according to the terms of reference below:
I. POSITION INFORMATION

Position title : Migrant Care Assistant II (UAM Support Service)
Position grade : General Service Staff, Grade 5
Duty station : Makassar, Indonesia
Type of Contract : One Year Fixed Term Contract (the first three months shall be considered as probation period).
Estimated start date : Immediately

II. ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under direct supervision of National Program Coordinator Eastern Region, in close coordination with Eastern Region Migrant Care Coordinator and the overall supervision of RCA Programme Coordinator (Eastern Region), the incumbent will be responsible for assisting the movements and other relevant project activities as well as oversight, supervise and monitor the implementation of the psychosocial and operational assistance activities for the Unaccompanied Minors (UAMs) in the area of responsibility. In most instances, it is expected these activities will fall under the Service Areas of Care, Maintenance, and Assisted Voluntary Return.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Serve as the focal point and primary liaison between IOM and local government (DINSOS, etc) and the implementing partners for the UAMs program.
2. Monitor UAMs activities and ensure that all basic services are provided to all UAMs in Dinsos Shelter in a timely and efficient manner. Basic services to be provided to UAMs include adequate and appropriate food and water, acceptable accommodation facilities, basic personal supplies and toiletries, security and medical assistance, including psycho-social counseling.
3. Implement tailored psychosocial program activities for the UAMs and ensure that the implementation of social, Religious and educational/vocational activities and the like are culturally appropriate and fully respects the confidentiality of the information on migrants.
4. Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age. Propose/prioritise initiatives to reduce these risks and increase the resilience capacity within the UAMs in Dinsos Makassar settings.
5. Provide support to the National Program Coordinator in relevant government liaison activities in the site for coordination of UAMs psychosocial activities.
6. Coordinate changes on the UAMs status and upcoming age out with supervisor and colleagues within the unit.
7. Coordinate with the supervisor and colleagues in handling the movements of the UAMs to community housing when aged out, resettlement, and repatriation.
8. Conduct on-going monitoring, evaluation, analysis and reporting of activities that are provided by local NGO partners and service providers for UAMs in the UAM Shelters
9. Actively engage the UAMs in Community Outreach in order to create harmony among UAMs and local community. Coordinate with local authorities to achieve Community Outreach objectives.
10. Ensure presence in UAM shelter through regular visits to the shelter to collect information on the conditions faced by UAMs including the availability of humanitarian assistance (shelter, food, water/sanitation, health and education) and access to services by different segments of UAMs populations.
11. Actively engage the UAMs in the development of psychosocial activities and use available resources within the target population. Encourage UAMss to provide assistance to their own community members by sharing their own knowledge and skills to influence the decision making process affecting their daily living situations.
12. Ensure referral mechanisms are established for referring UAMs with potential mental/psychosocial health problems or any other general health issues to the appropriate health care service providers in the area.
13. Provide basic counselling and implementation of psychosocial activities where needed, possible and appropriate in a scheduled manner including specific educational activities addressing the identified social-health issues.
14. Organize case management for case record, collate, review for completeness of information and maintain a filing, retrieval and forwarding system of documents/records for each migrant undergoing assessment, mental / psychosocial consultation, treatment, referral and follow up.
15. Conduct on-going monitoring, evaluation, analysis and reporting of activities that provided by local NGO partners, service providers, and UAMs in Dinsos shelter.
16. Conduct on-going monitoring, analysis and reporting of the psychosocial condition of the IMs and provide periodic reports of psychosocial activities conducted in the designated areas including psychological reports and statistics on a monthly basis to the Psychosocial Support Program Coordinator.
17. In coordination with Finance Unit, manage the operational expenses and ensure IOM expenditure is based on IOM regulations.
18. Provide ad hoc activity report to the Supervisors.
19. Perform other duties as may be assigned.

V. EDUCATION AND EXPERIENCE
a) Indonesian National with good knowledge of, and experience in project implementation and operational.
b) University Degree in psychology, Social Science, Counselling, Management, Economic.
c) At least five years of experience in any of these fields, particularly in dealing with migrants, interpreting and trainings.
d) Experience in provision of community based training activities
e) Knowledge in assisting emergency operations activities;
f) Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations.
g) Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights based approaches
h) Proficient in computer applications: Ms-Office
VI. LANGUAGES
Fluency in English both oral and written, Proficient in Arabic / Farsi Language, is an advantage.
