Program Director, SHERA, Indonesia


Job Description


World Learning seeks a Program Director for a five year USAID-funded university partnerships program based in Indonesia. Recruitment contingent upon successful award of the project. Background: The program’s primary objective is to increase the capacity of faculty, staff, Ph.D. students and post-doctoral researchers at selected public and private higher education institutions in Indonesia to develop world-class research skills. A related objective is to strengthen the institutional environment that enables and encourages university research in Indonesia. USAID also hopes the program will help selected Indonesian higher education institutions to take part in joint research collaborations with public and private U.S. entities in science and technology. The program builds on previously USAID-funded university partnerships in order to improve the quality of teaching, research and community service within Indonesian universities.


Program Director (Full time position)
Program Director is responsible for the overall administration, program management and impact; external representation; and coordination with USAID, program partners and stakeholders and other donors and other program contractors. This position will be based in Jakarta.


Job Responsibilities:
● Provide overall leadership and direction for the program
● Oversee program administration, implementation, and fiscal management
● Serve as the primary point of contact for USAID/Indonesia, the GOI (Ristek/Dikti)
● Coordinate communications and activities of project partners
● Develop and manage relationships with key stakeholders, including US and Indonesian Universities
● Provide leadership to overall project operations and reporting, ensuring that program complies with donor regulations and local laws
● Liaise with partner organizations, facilitate successful coordination and transparency of all organizational and individual training and capacity building activities
● Report regularly to World Learning headquarters, providing timely updates of all situational and project developments
● Oversee grants program to ensure compliance with program and donor rules and regulations and the overall quality of grant implementation process
● Oversee the preparation of annual work plans and other USAID reporting requirements
● Regularly update donor on progression of programs
● Manage and supervise team of local and international staff and consultants
● Other responsibilities that may be assigned


Required Qualifications
● Bachelor’s degree in a relevant field (such as political science, international relations, organizational development) required; master’s degree strongly preferred;
● Five years’ experience managing development assistance/partnership programs, with a preference for experience managing programs in Asia;
● Experience working with higher education institutions and higher education capacity development programs in developing countries, with a preference for experience in Indonesia;
● Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the award;
● Fluency in English, with a preference for those who also speak in Bahasa Indonesia;
● Significant expertise in inclusive development for women and other marginalized groups with an emphasis in working on gender equality/women’s empowerment issues;
● Minimum 7 years of senior management experience with education, academic exchange, or organizational performance improvement programs;
● Knowledge of USAID rules and regulations;
● Strong experience in managing development programs for results, comfortable operating cross-culturally;
● Proven record in designing, implementing and successfully delivering higher education projects;
● Strong skills in financial, program, and personnel management;
● Proven track record of donor coordination, other donors and stakeholders;
● Strong team leadership capabilities;
● Ability to work with diverse groups of stakeholders from government, higher education, donor, civil society, and private sector communities;
● Experience implementing and managing grant funds totaling 5 million or more.


Desired Qualifications
● Master degree in a relevant field;
● Minimum three or more years prior experience as key personnel for USAID funded projects ;
● 5 or more years of experience managing programs in Indonesia or Southeast Asia.
