Position: Regional Monitoring and Evaluation Adviser
Duration: Up to 29 months (full–time)
Location: Bangkok, with regional travel as required
Reports to: AAPTIP Team Leader


The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AUD50 million initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region.
AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.
AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam.
AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.


Summary of Role
The Regional Monitoring and Evaluation (M&E) Adviser will provide technical assistance and strategic direction to the project to ensure the progress of AAPTIP towards its purpose and goal. They will provide advice and assistance to, the National Program Steering Committee, and Specialist Anti-Human Trafficking Units and will manage the National Monitoring and Evaluation and Information Officers in the 7 participating countries.
The Regional M&E Adviser will be responsible for the measurement, monitoring and evaluation of information for all programs undertaken by AAPTIP. The Regional M&E Adviser will ensure that there is consistency in the objectives and success indicators of programmes and will spearhead the development and timely completion of relevant reports against outcomes. The Regional M&E Adviser will deliver capacity building, mentoring, technical advice and training relating to monitoring and evaluation of information related to management of AAPTIP.
The Regional M&E Adviser will liaise closely with the National Program Steering Committee in each country, and Specialist Anti-Human Trafficking Units. The Regional M&E Adviser will be responsible for supporting the activities of multiple countries and will liaise closely with the other regional advisers to ensure that monitoring and evaluation is part of an integrated and collaborative approach to AAPTIP implementation.


Specific Duties
• Provide high-quality strategic and technical monitoring and evaluation advice to the Team Leader and DFAT;
• Facilitate periodic reviews of progress towards outcomes, identification of lessons to encourage improvements to program implementation at a project, sub-program and overall program levels (including participating in six monthly review discussions with the TL and DTL prior to team meetings)
• With each country’s National M&E and Information Officer, facilitate regular meetings, learning forums and other similar events related to monitoring and evaluation and information gathering for projects and country programmes;
• In collaboration with Country Program Coordinators, ensure National M&E and Information Officers are sufficiently supported to carry out their duties;
• Throughout the life of the program, develop and carry out monitoring and evaluation and information evaluation assessments;
• Liaise with the Regional Victim Support Advisor and Gender Adviser to ensure that gender and victim issues are incorporated into monitoring and evaluation capacity building and development of indicators;
• Regularly review performance indicators and help strengthen them wherever possible;
• Set up operational arrangements for collecting, analysing and reporting on project outputs and outcomes and plan capacity building initiatives;
• Lead the preparation of AAPTIP milestones and reports;
• Provide a link between regional activities and those being conducted at a national level and a link between the activities at national level in different countries;
• Liaise closely with the key partners, including SOMTC TIP WG, the HSU and NPSC, as necessary, as they develop their regional and national annual work plans;
• Write and coach others to write performance indicators;
• Ensure compliance with core DFAT policies, including but not limited to Disability and Child Protection Policy;
• Be part of the AAPTIP management team; and
• Other duties as directed by the Team Leader.


Core Competence Required
• Extensive knowledge and demonstrated experience in designing and implementing effective monitoring and evaluation systems in capacity- and resource-limited settings;
• Extensive knowledge and experience in facilitating implementation teams to identify outcome and output level indicators and measure progress against them;
• Extensive knowledge and experience in monitoring and evaluation capacity building especially in the criminal justice system and ideally in the area of human trafficking;
• Demonstrated experience in the design, delivery and revision of information programs related to monitoring and evaluation including knowledge of data collection, data analysis of data and interpretation and dissemination of research results;
• Demonstrated capacity to interact with counterparts in a developing country context, in a culturally appropriate manner while providing capacity building and mentoring support;
• Demonstrated capacity to incorporate gender sensitive, victim-centred and rights-based perspectives into monitoring and evaluation and information management;
• Sound understanding of DFAT’s Comprehensive Aid Policy Framework and reporting requirements;
• Highly developed interpersonal skills complemented by excellent written and verbal communication skills; and
• Competent information technology skills.


Qualifications
• Relevant tertiary qualifications such as in monitoring and evaluation, research, program management;
• Experience developing and implementing monitoring and evaluation systems for complex development projects is mandatory;
• Experience working in a developing country context in an advisory capacity is highly desirable; and
• Experience or sound knowledge of criminal justice systems of one or more Asian countries is highly desirable.
