Background
The City of Bandung, in partnership with the Union North America (The Union) a global public health organization, and with global road safety organizations, is implementing a five-year program to reduce deaths and injuries from road traffic crashes. Bandung is one of ten cities worldwide participating in the Bloomberg Initiative for Global Road Safety (BIGRS), and was selected among many applicant cities for having an ambitious vision for public health and safety.
The objective is to improve road safety by increasing safer driving (slower speeds, wearing seat belts, wearing helmets, not drinking and driving), designing streets that are safer for pedestrians and vehicles, and expanding safer, sustainable transportation systems. Proven strategies to accomplish these goals include hard-hitting media campaigns, increased police enforcement of traffic laws, and infrastructure development.
The Union and the City of Bandung are now seeking a qualified consultant for the position of Road Safety Coordinator for Enforcement to be embedded in the Traffic Police office in Bandung, India.
Overall Role
The Road Safety Coordinator for Enforcement will coordinate the city’s enforcement work to enhance road police’s capability to enforce laws to reduce unsafe and illegal road user behaviours. The coordinator will work under the supervision of the Police and will be based at Bandung Traffic Police Headquarters and will also liaise with the Global Road Safety Partnership (GRSP).
Qualifications
- Educational Qualification
a. Minimum requirements to become a police officer; additional high level professional development qualifications as required to progress in the policing system.
- Experience
a. At least 7 years’ experience in road traffic law enforcement policy, traffic policing, or related enforcement agencies
b. Government experience preferred
- Specific Expertise
a. Road traffic law enforcement
b. Strong organizational and verbal and written communication skills
Tasks and Responsibilities
- Coordinate city’s work to enhance road police’s enforcement of laws to reduce unsafe and illegal road user behaviours, particularly the following risk factors:
a. Speeding, helmet-wearing, drinking and driving, seat belts and child restraints
Support the implementation of enforcement work plans within the BIGRS, in collaboration with the Global Road Safety Partnership, with clear milestones and relevant targets for enforcement related components of the city’s overall road safety initiative
Support the delivery of evidence based/data driven and targeted enforcement activities around the identified risk factors listed above
Monitor progress towards achieving the work plan milestones
Serve as focal point for city’s interaction with the Initiative partner organization providing technical assistance to road police (Global Road Safety Partnership)
Interact dynamically with the Bandung Traffic Police
Undertake monthly dotted line reporting on enforcement activities with GRSP and the BANDUNG GOVERNMENT AGENCIES office
Report regularly on initiative progress to city senior road policing officials, BANDUNG GOVERNMENT AGENCIES, The Union, and Initiative partners
Submit written reports monthly to The Union
Troubleshoot barriers to progress and identify opportunities for rapid success in the area of road policing
