WEST PAPUA – SENIOR LANDSCAPE PROGRAM MANAGER

Job Summary:
In 2016 CI-Indonesia will begin to implement West Papua program activities under the Sustainable Landscapes Partnership. Critical to this position will be the ability to develop and maintain constructive relationships as well as optimize collaboration with a number of critical partners including but restricted to the CI-Indonesia marine team, BHS partners (WWF, TNC, Starling, UNIPA) as well as stakeholders more broadly in West Papua.
The West Papua Senior Landscapes Program Manager will be responsible for developing and implementing an effective field program in West Papua with a specific focus and responsibility for supporting potential expansion and where possible extending to other CI-Indonesia programs. It is a key position and reports directly to the SLP-COP/Senior Terrestrial Advisor requiring a proven record of strong management experience and will have the responsibility to oversee together with senior SLP staff the planning, management and implementation of field level initiatives located in West Papua.
The Sustainable Landscapes Partnership (SLP) aims to establish a replicable model of public-private partnerships that foster low carbon development opportunities, thereby helping to address global climate change and contribute to economic growth. Recently SLP has been approved for an additional two years to build on the initial USAID and WFF funding to support this partnership. The purpose of the SLP Facility focuses on catalyzing low carbon private sector investment in specific landscapes of high conservation value in Indonesia over a seven-year period. This Facility will invest in low carbon and Reduced Emissions from Deforestation and Forest Degradation (REDD+) development activities and business models that seek to reduce or eliminate deforestation and associated CO2 emissions.
The West Papua Senior Landscapes Manager will work closely with external partners at local, provincial and national levels, and will further be responsible for establishing constructive relationships with government, other NGOs and the private sector to support project alignment with government development objectives. This position will be based in Manokwari, West Papua with frequent travel to project sites in West Papua (once identified) and periodic travel to CI offices in Jakarta. S/he will manage a small team of field staff to support project implementation and will coordinate closely with other CI staff in Manokwari, Jakarta and other relevant CI Offices as well as CI’s Regional Office in Singapore.
In Coordination with Terrestrial Operations Manager, this position will oversee operations, finance, and administrative functions within his /her areas and to ensure compliance with donors and organization’s policies and procedures in term of program implementation.

Responsibilities:
1. Project Development and Implementation
• Provide technical, management and leadership primarily to support the SLP programs to ensure that program/project results meets SLP and CI-I donor quality standards and expectations and that these projects are progressing on schedule;
• Ensure that program activities are aligned with SLP goals and objectives where a fundamental element of these interventions is to promote stakeholder ownership, ‘buy-in’ and high quality outcomes that are replicable and can be scaled up;
• Ensure that field staff and operations are on-line if not ahead of SLP program goals and objectives with proposed work-plan activities drafted and submitted for review;
• Develop and refine climate change adaptation strategies based on development of scientific baselines, creation of policy enabling conditions with a specific focus on SLP/SALP;
• Identify and develop strategic opportunities to support program goals and objectives as they emerge through the formulation of public-private sector partnerships or funding and proposal development opportunities; and
• Ensure field staff are well supported, with training and capacity needs readily identified with a focus on on-the-job training via mentoring, coaching and ‘frank and fearless feedback’ as long as it is constructive.

2. Project Reporting and Communications
• Ensure that monthly, bi-annual reports are submitted on time for review;
• Ensure M&E systems are in place, will aid in the collection of reliable data and information;
• Ensure that the SLP/SALP field teams are submitting high quality reports, responsive to requests for success stories, testimonials and other materials required by program needs;
• Work with CI-Indonesia personnel to identify appropriate materials and mechanisms to support improved reporting and communications;
• Ensure that field expenses are allowable and in line with budget proposals;
• Ensure that good office processes and protocols are in place in line with CI/donor rules and regulations;

3. Capacity Building and Partnerships
• Identify opportunities to develop partner capacity (whether private or public sector) so that they are unable to better understand the basis for SLP and apply this within their business models;
• Together with other CI-Indonesia personnel ensure that public private partnership opportunities are identified, well researched, developed and then maintained so that they are strategically aligned with SLP and CI-Indonesia more broadly. This will of course be done with the guidance and direction of the SLP COP with direction provided where appropriate by the CI-Indonesia Executive Director;
• Promote experience-based learning processes and policy feedback loops/mechanisms with the CI-I SMT, SLP field programs, headquarters, and partner government, private sector, and civil society organizations;
• Support on-going adjustments/initiatives to CI-I and HQ-based strategic planning and related new terrestrial programs and climate change initiatives with the CI-I SMT and SLP/SALP, Sumatra and Papua Program Managers, and CI HQ Climate Change Initiative, CELB, and Moore Center teams in each field program, as opportunities arise.

4. Science and Engagement
• The West Papua Senior Program Manager will be responsible for ensuring that SLP field personnel, implementing partners/grantees, private sector partners as well as external stakeholders are aware of and exposed to the science that CI-Indonesia is promoting through its various programs;
• Identify opportunities to promote the development of science within both programs potentially through collaboration with local academic counterparts, internships, partnerships with other institutions.

How to Apply

Minimum Required Qualifications:

• A Degree in social science, natural resource management-related science with a minimum 5+ years of experience;

• Extensive management and leadership experience;

• Experience in coordinating and managing program support from International and National donor agencies, foundations and private sources;

• Ability to work effectively in cross-cultural situations with a wide range of people in both the public and private sectors, including business, government, non-governmental organizations, donor organizations, local communities, consultants and volunteers;

• Knowledge and background in the customs and government organizations of Indonesia;

• Proven track record in writing/editing successful conservation-focused strategy documents, funding proposals, progress reports and relevant materials;

• Willingness to travel and work long hours, including work in arduous field conditions, often to remote areas and work weekends and after hours as needed;

• Proven record of success as part of interdisciplinary project teams;

• Good communication skills and develop network;

• Fluent in English (Speaking, Reading and Writing);

• Computer literate; humorist, hardworking, easygoing.
