World Learning seeks a University Partnerships Manager for a five year USAID-funded university partnerships program based in Indonesia. Recruitment contingent upon successful award of the project. Background: The program’s primary objective is to increase the capacity of faculty, staff, Ph.D. students and post-doctoral researchers at selected public and private higher education institutions in Indonesia to develop world-class research skills. A related objective is to strengthen the institutional environment that enables and encourages university research in Indonesia. USAID also hopes the program will help selected Indonesian higher education institutions to take part in joint research collaborations with public and private U.S. entities in science and technology. The program builds on previously USAID-funded university partnerships in order to improve the quality of teaching, research and community service within Indonesian universities.
University Partnerships Manager (Full time position)
The University Partnerships Manager will be responsible for managing the Indonesian university partnerships of the project.
Job Responsibilities:
• Work with Indonesian universities to effectively manage their partnerships with US universities;
• Provide guidance to Indonesian universities on effective sub-award management, from sub-award start-up, project implementation, to sub-award close-out;
• Manage partner relationship with in-country representatives from US universities;
• Responsible for day-to-day management of the grant-making mechanism including grant competitions, awarding, and monitoring, as necessary;
• Prepare quarterly financial and activity reports as part of project reporting requirements;
• Contribute to the development of annual project work plans for submission to the donor;
• Manage the grant mechanism’s project budget and update spending pipeline on a regular basis;
• Work closely with the Project Director, the Finance Team, HQ Agreement Officer and Compliance representatives, and other key stakeholders to develop and maintain the award mechanism.
Partnership and Grants- Management
• Coordinate the preparation of solicitations including contributing to drafting, advertising, and distributing the solicitations amongst interested networks in Indonesia;
• Support the proposal of selection criteria to USAID/Indonesia and determine the eligibility of applicants, and, in coordination with USAID/Indonesia, manage the review of proposals, and participate in the technical reviews;
• Provide best practices and guidance for effective and efficient partner relationship management;
• In coordination with the US university in-country representatives, provide general guidance to Indonesian university partners on matters related to sub-award management and compliance with applicable USG rules and regulations;
• As necessary, provide direct oversight of grants managed by Indonesian universities
• Supervise daily administrative and program tasks of Partnership Grants Officers.
• Monitor overall local partners’ progress and performance (as per grant goals and objectives and the capacity development plans);
• Strengthen local partners’ ability to effectively and efficiently manage partnership relations with Indonesian, US universities, as well as public and private entities;
Required Qualifications
• Bachelor’s degree (master’s degree preferred) in business or public administration, higher education management, organizational development, or equivalent experience in these areas;
• Minimum 5 years of experience related work experience;
• Knowledge and understanding of the higher education system in Indonesia; experience working with higher education institutions in Indonesia a plus;
• Proven experience managing public and private partnerships;
• Proven sub-award management experience;
• Working knowledge of USAID compliance related rules and regulations;
• Experience with budget preparation, familiarity with Excel;
• Must be fluent in English and in Indonesian Bahasa.
