Job Description
International Organization for Migration (IOM) Indonesia is looking for a Migrant Care Assistant II according to the terms of reference below:
I. POSITION INFORMATION

Position title: Migrant Care Assistant II
Position grade: General Service Staff / G-5
Base Salary: IDR 12,418,167,- per month
Duty station: Jayapura, Indonesia
Type of Contract: One Year Fixed Term Contract (the first three months shall be
considered as probation period).
II. ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The Regional Cooperation Arrangements (RCA) are a mechanism through which the Australian Government and the IOM support the Government of Indonesia (GoI) in managing human trafficking, people smuggling and irregular migration in the Indonesian archipelago to assist in preventing onward irregular movement to Australia. IOM’s specific role in the RCA (implementation start date: 2011), is to provide direct and auxiliary services to migrants referred by the GoI to IOM, in the following support areas: (a) accommodation management; (b) meals/living allowances/basic supplies; (c) medical care and counselling; and (d) assisted voluntary returns.
General Functions:
Under direct supervision of the National Head of Sub-Office in Jayapura, in close coordination with National Programme Coordinator and all relevant unit in Makassar / PRISM Hub and the overall supervision of the RCA Programme Coordinator Eastern Region, the incumbent will be responsible for coordinating and liaising with local government, communities and other relevant stakeholders to ensure smooth building up of IOM activities and assist to provide care and support to interception
cases of the migrants as well as oversight, supervise and monitor the implementation of the psychosocial assistance activities for the irregular migrants in presence in the Area of Responsibility
III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Represent IOM in local and regional meetings and workshops/trainings, if/when requested by the National Programme Officer or Head of Office/ RCA Programme Coordinator.
2. Identify hotels/accommodation for migrants under IOM care that can provide sufficient services at reasonable rates.
3. Coordinate with accommodation owners and relevant staffs to ensure that accommodation for Irregular Migrants are within the agreed standard.
4. Coordinate with local authorities on Irregular Migrants activities in area of responsibility
5. Provide ad-hoc support to local authorities in areas related to identification and handling irregular migrant.
6. Prepare and submit reports of visit conducted to the Regional RCA Coordinator.
7. In coordination with the Logistics/Procurement department in Makassar, identify a range of Service Providers in the area of responsibilities which may be required for future services.
8. Assist the intercepted and surrendered migrants anytime there is a case.
9. Visit and monitor the intercepted/surrendered migrants in Imigrasi detention center (IDC) also in appointed accommodations to make sure their basic needs including adequate food and water, accommodation facilities and medical assistance are provided
10. Provide counseling to Irregular Migrants on their option to continue stay in Indonesia or Voluntary return to country of origin.
11. Implement tailored psychosocial program activities for the irregular migrants (IMs) and ensure that the implementation of social, Religious and educational/vocational activities and the like are culturally appropriate and fully respects the confidentiality of the information on migrants.
12. Assess psychosocial and protection needs and identify problems/gaps, risk and
vulnerabilities, including those related to gender and age. Propose/prioritise initiatives to reduce these risks and increase the resilience capacity within the IMs communities in
detention and community settings.
13. Coordinate with the Medical and Psychosocial Support teams to ensure that all Irregular Migrants are provided adequate and appropriate medical services, including psychosocial counseling.
14. Ensure presence in IMs communities through regular visits to detention centres, temporary settlement areas to collect information on the conditions faced by IMs including the availability of humanitarian assistance (shelter, food, water/sanitation, health and education) and access to services by different segments of IMs populations.
15. In coordination with Finance Unit, manage the operational expenses and ensure IOM
expenditure is based on IOM regulations
16. Provide ad hoc activity report to the Supervisors: RCA Programme Coordinator (Eastern Region) and National Program Coordinator.
17. Provide monthly statistics and formatted reports
18. Perform other duties as may be assigned

V. EDUCATION AND EXPERIENCE
a) Indonesian National with good knowledge of, and experience in project
implementation and operational.
b) University Degree in psychology, Social science, counselling, management or Economic.
c) At least five years of experience in any of these fields, particularly in dealing with migrants and trainings.
d) Experience in provision of community based training activities
e) Knowledge in assisting emergency operations activities;
f) Proven ability and experience in liaising with UN, Government Departments/Authorities
and other international organizations;
g) Excellent understanding and application of ethical practices within the disciplines and a good understanding of rights based approaches.
h) Good written and spoken communication skills.
i) Good interpersonal skills, high loyalty, ability to work in a multi-cultural environment and good working in team.
j) Proficient in computer applications: Ms-Office
k) Willingness to travel
VI. LANGUAGES
Language: Thorough knowledge of English and Bahasa Indonesia
