OVERVIEW
The Client : Since 1990, the International Gay and Lesbian Human Rights Commission (IGLHRC) has worked for the dignity, safety and empowerment of lesbian, gay, bisexual and transgender (LGBT) communities worldwide. The organization is headquartered in New York with a global staff of 20 people. It has regional programs in Africa, Asia, the Middle East & North Africa, and Latin America & the Caribbean and a cross-cutting program at the United Nations. The Occasion : IGLHRC has received an 18-month grant to advance lesbian, gay, bisexual, transgender, and intersex (LGBTI) rights in Indonesia.
The Need : IGLHRC is currently seeking a consultant to research the laws, bylaws and ordinances that discriminate on the basis of sexual orientation, gender identity and gender expression (SOGIE) in Indonesia, or that impact LGBTI persons disproportionately. Additionally the consultant will analyze how the governments of Indonesia enable or fail to prevent the most common violations against LGBTI Indonesians at the national and provincial level.
MAJOR RESEARCH ELEMENTS
- Evaluate existing gender-based discrimination frameworks in Indonesia.
- Design a research framework to map specific Indonesian laws, bylaws and ordinances that discriminate on the basis of sexual orientation, gender identity and gender expression (SOGIE), that impact LGBTI persons disproportionately, or that enable or fail to prevent the most common violations against LGBT Indonesians at national and provincial levels.
- Test the framework to ensure viability with national project partners in Indonesia.
- Deliver a final framework on October 30, 2015.
- Map and analyze national laws, by-laws, ordinances and policies that discriminate on the basis of SOGIE, that impact LGBTI persons disproportionately, or that fail to redress and prevent LGBT rights violations.
- Collect and analyze data on policy gaps and identify main policy challenges.
- Incorporate an intersectional analysis to show the overlapping impact of expanding morality laws on non-LGBTI women and LGBTI people to strengthen advocacy and joint actions to address how discriminatory laws curtail freedoms of LGBTI people and non-LGBTI women.
- Draft a report on the findings.
TIMELINE
Work should commence on September 15, 2015 and proceed through March 15, 2016.
CONSULTANT QUALIFICATIONS
- Professional experience working on LGBTI human rights issues in Indonesia.
- Professional and/or academic experience in legal research.
- High proficiency and experience in writing human rights research reports.
- Fluency in English and Bahasa Indonesia (both written and spoken).
- Advanced training in a relevant field preferred (Masters and equivalent).
PROPOSAL REQUIREMENTS
Proposals should be 3-5 pages in length and cover your proposed research methodology, research plan, and fees and costs for the project. Along with your proposal, please submit a CV or résumé demonstrating qualifications for the consultancy and a 3-5 page writing sample, ideally using legal terminology.
Only proposals from consultants currently residing in Indonesia will be considered.
