Indonesia: Consultant (Junior Researcher)
International Organization for Migration (IOM) Indonesia is looking for an Individual Consultant (Junior Researcher), according to the terms of reference below:
I. Position Information

Position title: Consultant (Junior Researcher)
Duty station: Jakarta
Type & duration of Contract: Consultancy Contract, 6 (six) months
Organizational unit: Counter Trafficking / Labour Migration Unit
Preferred starting date: Immediately
Closing date : 16 October 2015
II. Nature of the consultancy
To conduct a research study assessing the existing IOM counter-trafficking database to help consolidating a better understanding of trafficking patterns and conditions in Indonesia.
Objective: The objective of the project is to enhancing Indonesia’s counter-trafficking efforts
Target: The project is expected to enhance evidence-based understanding of the current TIP situation in Indonesia.
III. IOM Project to which the Consultancy is contributing
This assignment will contribute to IOM project: “Supporting Indonesia’s Prosecution Efforts against Trafficking in Persons and Other Related Crimes”, a project funded by Australian Attorney General Department (AAGD).
IV. Tasks to be performed under this contract:
Under the direct supervision of the IOM Indonesia Labour Migration and Counter-Trafficking National Project Coordinator, the Consultant will be responsible to conduct the following assignment:
Analysing the existing IOM’s Victim of Trafficking database and drafting reports finding, on the followings topics:
- One report finding related to foreign fisherman’s victims of trafficking
- One report finding on labour exploitation scheme of Indonesian trafficked victims
V. Tangible and measurable output of the work assignment
The end products expected to be delivered by the Consultant will be (in English), as follows:
a) One study report on foreign fisherman’s victims of trafficking;
b) One study report on labour exploitation scheme of Indonesian trafficked victims
VI. Realistic delivery dates and details as to how the work must be delivered.
- Duration of the consultancy: maximum 6 months
- Starting date: 28 September 2015
The Consultant will determine his/her final work schedule at the beginning of the assignment with the approval of IOM Indonesia National Project Coordinator for Counter-Trafficking and Labour Migration in consultation with the law enforcement Working Group. The work schedule will set up clear deadlines for the completion of each expected deliverables. The Final work schedule developed will be as an addendum of this TOR.
VII. Performance indicators for evaluation of results (value of services rendered in relation to their cost).
The quality, targeted and detailed of the work performed as established in above as well as compliance with contracted delivery dates.
VIII. Remuneration and Term of Payment.
The Consultant will receive an all-inclusive monthly fee of USD 4200 for full 6 (six) months consultancy. This fee shall be final and not subject to revision. This fee shall be paid on prorate monthly basis at the end of each month to the bank account indicated by the consultant.
IX. Reporting Lines [Type of supervision that will be provided]
The Consultant will work under the direct supervision of the IOM Indonesia National Project Coordinator (NPC) for Counter-Trafficking and Labour Migration. As work progresses, the Consultant will share expected delivery results with the NPC for review. The IOM NPC will ensure to provide timely comments to the consultant’s work and address any Consultant’s request (i.e. additional information, government contacts, etc.).
IOM Indonesia Labour Migration and Counter-Trafficking Unit will assist the Consultant in:
- Sharing any existing IOM materials relevant to the subject matter;
- Providing logistics support of any travel and accommodation bookings required for field visits.
- IOM will make available office space to the Counter-Trafficking Specialist during the assignment period
X. Consultant’s Work Place
The Consultant is expected to be based in Jakarta, Indonesia, and undertake duty travel as needed for the assignment
XI. Qualifications or Specialized knowledge/experiences required
The Counter-Trafficking Specialist should:
- Have a minimum university degree in Political Science, Social Science, International Relations, Development Management and/or Law, or an equivalent combination of training and experience.
- Have extensive experience in conducting research, legal review, and capacity assessment. Especially the candidate should have a good command of data collection and interviewing techniques.
- Have a thorough understanding of issues pertaining to TIP, particularly the Indonesian TIP context.
- Have strong analytical, verbal, and report writing skills in English. Advanced level of Indonesian language is preferable.
- Be willing to undertake in-country travel related to the assignment.
