International Organization for Migration (IOM) Indonesia is looking for a Migration Health Physician according to the terms of reference below:
I. POSITION INFORMATION

Position title : Migration Health Physician
Position grade: General Service Staff, Grade 7
Base Salary : IDR 22.782,833,- per month
Duty station : Pekanbaru, Indonesia
Type of Contract :One Year Fixed Term Contract
Reporting directly to : Head of Sub office Pekanbaru, in close coordination with Senior Migration Health Physician (SMHP) in Medan and Senior Migration Health Adviser (SMHA) in Jakarta
Overall supervision by: Head of Sub-office/RCA Programme Coordinator (Sumatera Region)

II. ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the direct supervision by Head of Sub-office Pekanbaru for administrative matter and in close coordination with Senior Migration Health Adviser (SMHP) in Medan for technical guidance and overall supervision of Head of Sub-Office/RCA Programme Coordinator (Sumatera Region) in Medan, the incumbent will provide oversight, coordinate, supervise, and monitor the implementation of the health care assistance to migrants in Pekanbaru who are referred to IOM care by Indonesian authorities. The incumbent shall also assist in other migration health related activities as requested. The incumbent shall coordinate the activities of migration health team in the IOM sub office where he/she is based.
The incumbent is expected to carry out his/her duties in accordance with strictest moral and ethical standards and with due respect for gender and socio-cultural differences of the migrants.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
1. Manage and supervise the provision of primary health care for asylum seekers/refugees/irregular migrants under IOM care (IOM beneficaries) endorsed to IOM for assistance by the Government authorities of Indonesia respecting IOM health standard and procedure.
2. Establish collaboration with IOM panel health facilities (primary, secondary and tertiary health care facilities) and maintain its quality assurance respecting IOM procurement and financial procedures and regulations.
3. Manage weekly health promotion activity, such as information, education and communication (IEC) activities per week for migrant group based on the most common health elements affecting the migrants and address public health measures needed to maintain a healthy environmental on a regularly basis.
4. Conduct the initial medical examination and care of each migrant registered under the care of IOM while establishing mechanisms to adhere to confidentiality of medical information. When necessary, organize and facilitate the deployment of a local Medical Team to conduct initial medical examination and care of migrants in coordination with Senior Migration Health Physician and IOM operations staff.
5. Undertake health needs assessments of the migrant population with attention to health determinants and provide guidance to IOM operational and health staff to assure provisions to meet those needs; maintain an on-going monitoring system to assure adequacy of such service provisions.
6. Identify, advocate and define on special health needs for individuals/groups and liaise with relevant actors to facilitate the service provisions, including guiding and monitoring of service provisions by IOM staff.
7. Ensure that an efficient response for emergency medical events are in place and carry out periodic drills to check functionality of the system.
8. Ensure the completion of pre-departure medical check-up for fitness to travel for migrants who are willing to return home voluntarily and for migrants travelling under the auspices of IOM as requested and provide recommendations and support for their journey based on the IOM Medical escort Guidelines.
9. Monitor and ensure the proper storage, maintenance and procurement of basic medical equipment and supplies for the IOM Migration Health Clinic including Emergency Medical Kits, Medical Escorts Kits, Mobile Migration Health Assessment Kits and other medical items.
10. Write, review (reports of team members), consolidate and submit individual case reports, monthly progress and statistical reports and their timely submission to the Senior Migration Health Physician.
11. Perform any other duties as may be assigned.

Technical
a) Knowledge in assisting emergency operations activities;
b) Effectively applies knowledge of health issues in execution of responsibilities at appropriate level
c) Maintains confidentiality and discretion in appropriate areas of work
V. EDUCATION AND EXPERIENCE
a) Registered Physician in Indonesia.
b) University Degree in Medicine, preferably with post-graduate studies in public and /or community health
c) At least seven years of experience in General Practice and/or Family Medicine, Independent program management skills, such as supervision capacity, quality assessment and control and report writing.
d) Proven capacity to develop and supervise quality control/assurance mechanisms in medical activities;
e) Previous work experience dealing with the health management and care of vulnerable groups; delivery of public health services, TB program , STI and reproductive health services and/or HIV/ AIDS programming are distinct advantages.
f) Understanding of biostatistics and basic research concepts.
g) Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations;
h) Proficient in computer applications: Ms-Office.
VI. LANGUAGES
Fluency in English and Bahasa Indonesia, both oral and written
