Health Team Assistant (VN/ID10/2015/078)

International Organization for Migration (IOM) Indonesia is looking for a Health Team Assistant according to the terms of reference below:


I. POSITION INFORMATION


Reference No. : VN/ID10/2015/078

Position title: Health Team Assistant

Position grade : General Service Staff, Grade 4

Base salary : IDR 9.461.250,- per month

Duty station : Medan

Type of Contract : One Year Fixed Term Contract

Reporting directly to : Senior Migration Health Physician (SMHP) in Medan

Overall supervision by : Head of Sub-Office (HoSO) / RCA Programme Coordinator (Sumatera Region)

Preferred start date : As soon as possible

Closing date : 15 October 2015


II. ORGANIZATIONAL CONTEXT AND SCOPE


Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Under the direct supervision of Senior Migration Health Physician and and Overall supervision by HoSO/ RCA program coordinator (Sumatera region), the Health Team Assistant will assist in the planning, implementation and monitoring of Health components in close coordination with the relevant units.


III. RESPONSIBILITIES AND ACCOUNTABILITIES


1. Provide assistance to SMHP and Head of Office to ensure that all health components of the project are implemented in line with logical frame works.

2. Support monitoring and evaluation health program for asylum seekers/refugees/ irregular migrants under IOM care (IOM beneficiaries) in IDC in Medan area, community accommodations in Medan and at interception sites in Sumatera area.

3. Provide assistance in establishing, maintaining and monitoring health assistance for IOM beneficiary in IDC in Medan area and interception sites in Sumatera area by providing regular field visitation.

4. Liaise with IOM panel health facilities (primary, secondary and tertiary care facilities) to maintain quality assurance respecting IOM procurement and financial procedures and regulations.

5. In close coordination with SMHP, liaise with relevant (health) authorities regarding the health issues of IOM beneficiaries; facilitate for IOM beneficiaries to express their health needs and assure support provisions provided are in line with IOM Operations guidelines.

6. In collaboration with third party primary clinical care providers , identify and make necessary arrangements for health service in IDC and interception sites and identify and secure agreements with secondary and tertiary care facilities for referral of migrants while respecting IOM procurement and financial procedures and regulations.

7. In collaboration with third party primary clinical care providers, ensure that IOM health assistance for beneficiaries adheres to essentials of primary care principles, rational utilization of secondary and tertiary health care.

8. Provide support on budget preparation and verifying day to day operational needs in providing primary care based health service provisions and facilitation for preventive care and accessing secondary and tertiary care services including payment cycle to implementing partners.

9. In collaboration with third party primary clinical care providers, ensure that emergency medical referral systems are establish in IDC, community accommodations and interception sites and efficiently facilitate for medical needs in coordination with relevant authorities and IOM Health/Operations staff in the field.

10. Provide assistance to SMHP to manage need assessment, and health behavior of irregular migrants on a regular basis and inform SMHP on interventions such as health promotion and other needs on a regular basis.

11. Perform such other duties as may be assigned.

Technical

V. EDUCATION AND EXPERIENCE


a) Indonesian National

b) Minimum diploma on nursing, midwifery or public health. University degree in Public Health, Medicine and Nursing will be highly regarded.

c) Minimum four years of working experience including in project management, administration and technical function as health worker.

d) Experience in community development, public health and psychosocial fields related to health system.

e) Excellent knowledge of structures and functions of district health office and ministry of health;

f) Capacity to work effectively, strong strategic and creative thinking harmoniously with colleagues from varied cultures and professional backgrounds;

g) Prior experience working in health insurance and health promotion fields are advantages.

h) Experience in liaising with governmental as well as national and international institutions preferred.


VI. LANGUAGES


Language: Fluency in English and Bahasa Indonesia both written and spoken is required
