Job Description


Vacancy Name: Consultancy for “Deepening our Lobby and Advocacy program Sustainable Diets for All in Indonesia”

Hivos is a Dutch non-governmental organization guided by humanist values. It aims at structural poverty alleviation with a strong focus on civil society building and sustainable economic development. Hivos provides financial support for local NGO’s and is active in networking, lobbying and exchanging knowledge and expertise.
Functional Context
Hivos has received support from the Dutch Ministry of Foreign Affairs to develop a lobby and advocacy programs on sustainable diets for all. Sustainable diet has low environmental impacts and contributes to food and nutrition security and to healthy life for present and future generations. Sustainable diets are protective and respectful of biodiversity and ecosystems, culturally acceptable, accessible, economically fair and affordable; nutritionally adequate, safe and healthy; while optimizing natural biodiversity.
The program will initiate in January 2016 for a period of 5 years. The Hivos Green Society team will prepare the start of the program during the coming months. In Indonesia Hivos’s focus will be on sustainable diets in the urban context, particularly the issue of urban food security.


Roles and Responsibility :


A. Main objectives :
1. Prepare a report that puts the Food Advocacy program in action in Indonesia which will provide a solid basis for the implementation of our program from January 2016 onwards. The report will provide an overall picture of rural and urban food consumption and production in Indonesia, but have a particular focus on food in the urban context. It will show the 5 most important trends and related actors (targets, allies and CSO partners), defining the opportunities and challenges in Indonesia in relation to sustainable diets.
2. The draft report will be discussed with a group of national stakeholders. The consultant will present the finding and incorporate the feedback in the final report. Workshops are planned for Indonesia in February 2016.


B. The main questions to be addressed:
1. Short description of the state of food security and malnutrition/obesity in Indonesia, looking at both rural small-scale producers and urban consumers.
2. Description of the national food system, its main constraints, opportunities and strategies for more sustainable, healthy and nutritious food available to all, in particular for low-income consumers, now and in the future.
3. Select the 5 most relevant trends for sustainable diets for all (addressing production and consumption issues with a focus on urban areas), and assess how far the (local) agriculture and food sector is able to provide adequate quantities of safe and good quality foods at affordable rates that make up a healthy diet.
4. Assessment of skills and capacity of CSOs in relation to sustainable diets.
In relation to the 5 trends identified, prepare a short list of 6-8 most strategic CSOs and CSO networks to consider as allies to work with. Include CSO who can work as insiders (convening multi-stakeholder platforms) and CSOs who can work as outsiders (lobbying and campaigning). Include existing Hivos and IIED partners, but look beyond this group. Provide more analysis on the following topics, which are also criteria for selection:
– Their understanding of their national food system and how it interlinks with global food dynamics and low-income consumers;
– Their network with other CSOs, networks, government actors, research institutions, companies and media.
– Their skills to lobby and campaign on sustainable food for all;
– And/or to their skills to convene and negotiate adoption and implementation of new policies and practices by governments and companies;
– Their access to national and international agenda setting networks and make sure their voices are heard and heeded.
5. Assessment of media, public debate and consumer awareness of the flaws in the food system, and the space to discuss issues in the food system.
a) Identify 3-5 media channels or other fora who address sustainable dietary issues, particularly in urban areas (both consumer and production angles)
b) Provide more in-depth analysis of these media channels. What are the topics they cover, what are the entry points for CSOs?
6. In relation to the 5 trends, identify the 2-3 most relevant research institutions to potentially work with. Provide more analysis of these research institutes. What are the topics they cover? What are the entry points for CSOs?
7. Analysis of public spending (planned and realized) and investment budgets for sustainable diets: Relation between national/regional policies (eg. Input subsidies, promotion of modern crop varieties, trade agreements, etc.) And crop or dietary diversity, at smallholder farm level and household menu.
a) What is public sector (governments and donor agencies) spending on agriculture and what percentage contributes to sustainable production, consumption (including health in relation to diets), and education (related to diets, school feeding and gardens);
b) Based upon the 5 trends, select 3-5 programs most strategic for sustainable diets and provide more in-depth analysis of those programs. Look at other factors that can have influence on dietary diversity: education, income, market access, storage facilities, etc.
8. Analysis of private sector actors and selection of key actors
a) Based upon the 5 trends, who are frontrunner Agri-food (inter) national companies, retailers and informal market actors?
b) Select the 4-8 actors with the most influence and/or innovation in relation to sustainable diets: 2-4 actors from an outsider perspective (campaign and lobby) and 2-4 actors from an insider perspective (convening and lobby).
c) More in depth description of those actors, size, connections. What strategies they use to facilitate the availability of diverse, good quality food from sustainable sources? What are the entry points for CSOs?
9. Analysis of existing platforms and selection of key platforms
a) What national platforms exist where agricultural production and consumption is debated?
b) Select the 1-2 most strategic platforms for further analysis. Ideally a platform which combines production and consumption; otherwise select the most strategic platform for agricultural production and the most strategic one for consumption issues.
c) In which international fora is the relevant country present like the World Committee on Food Security, and others? What role does the country play in these fora? And what topics are being prioritized by the country? Who are the country contact persons?
10. Analysis of donors in relation to sustainable diets
a) Select the most strategic donors in relation to the 5 trends.
b) Short description of those donors, contact persons, entry points for Hivos/IIED


C. Main results – deliverables:
A draft report by the start of December 2015.
Final report after stakeholder workshop in February 2016.


Knowledge, Experience, and Competencies :
– At least bachelor degree of any major from reputable university
– Proven track record in the food advocacy program
– Knowledge of food system in Indonesia
– Extensive networking on CSO in relation to sustainable diets
– Good command of English language
