ACICIS PUBLIC HEALTH STUDY TOUR


A position has become available within the Jakarta office of The Australian Consortium for ‘In-Country’ Indonesian Studies (ACICIS) for a Development Officer (DO) for ACICIS’ Public Health Study Tour (PHST). This position would suit a graduate of a local or Australian university, with an interest and experience in Public Health, Public Policy, Medicine, Epidemiology, Occupational Health and Safety, Environmental Health, Health Promotion, Community Health, Health Sciences Nursing and/ or Midwifery, Development Studies (Health), and/ or Health Education. Please note this position is open to Indonesian nationals (WNI) only and applications close: Monday, 9 November, 2015.


ACICIS’ Public Health Study Tour (PHST)


Indonesia is Australia’s nearest geographical neighbour, and with a tropical climate and developing economy, presents unique opportunities for students to broaden their knowledge and experience of public health issues. The archipelagic nation is prone to natural disasters which have widespread impact on the population’s health, while general knowledge of both communicable and non-communicable diseases is still emerging. The main health concerns for Indonesia currently include tuberculosis, malaria, regular annual outbreaks of dengue haemorrhagic fever and a high rate of HIV cases, with outbreaks of other communicable diseases such as measles, diphtheria and avian influenza common and fatality rates often high. With a rising middle class, lifestyle health issues such as smoking, diabetes and heart disease also present as major public health challenges for the nation.


The Indonesian Public Health Study Tour is a new, two-week intensive program for public health students (as well as students from related disciplines) which will run in Indonesia during Australian university vacation periods. Supported by Australian government ‘New Colombo Plan’ funding, the tour aims to provide an introduction to the public health challenges currently facing Indonesia, as well as to existing government, international and community-led initiatives tasked with meeting these challenges.


Facilitated by a leading Australian or Indonesian academic in the field of Public Health, the two-week tour comprises: seminars and guest lectures, plus visits to universities and health centres in Jakarta, Yogyakarta and a rural location in Eastern Indonesia (possibly Kupang). The tour is open to undergraduate and postgraduate students and also to health professionals. Tour participants enrolled in Australian degrees may be eligible for academic credit.


ROLES


As this is a new program, ACICIS is looking to hire a dedicated ‘Development Officer’ to work on the early development and growth of the PHST. This position would suit a graduate of a local or Australian university, with some experience in the Public Health sector. The DO reports directly to ACICIS’ Resident Director (RD). Duties to be performed by the PHST DO include, but are not limited to:


i. Working with ACICIS’ RD to identify potential host universities in Jakarta, Yogyakarta and Kupang with a strong reputation in Public Health who could facilitate a series of lectures and site visits, and with a sound track record in hosting international students;
ii. Acting as the primary contact and liaison with partner university International Office and faculty staff, and member university staff in Australia regarding the PHST;
iii. Working with the Perth Secretariat (PS), the RD and Jakarta Program Coordinator (JPC) in developing course materials and preparing/curating relevant learning resources as required;
iv. Reporting back to the PHST Advisory Committee on program offerings and suitability of field trips and site visits as required;
v. Developing and maintaining ongoing relationships with potential organisations based in the tour locations (Jakarta, Yogyakarta, Kupang) which might serve as suitable hosts for site visits and field trips;
vi. Identifying potential donors and/ or sponsors for the program from Indonesia and Australia;
vii. Developing administrative materials needed for the implementation of the program as directed by the RD or PS;
viii. Assisting the RD and JPC in developing a risk management strategy specific to the local context of the tour locations; and
ix. Assisting the RD with other tasks when called upon to do so from time to time.


WORKING HOURS, LOCATION AND REMUNERATION


i. The role is full time, 40 hours per week, with the understanding that the scheduling of program events means that the distribution of hours over the period of a week may be flexible. Standard work hours are 9am-5pm, Monday to Friday, with a one hour lunch break. Occasional out-of-hours work will be required;
ii. This position is to be carried out in ACICIS’ Jakarta office, with some travel required to prospective tour sites;
iii. The role will be remunerated at a competitive rate commensurate with the applicant’s skills and experience;
iv. Appropriate work-related expenses will be subsidised and are to be acquitted and submitted to the Jakarta Program Coordinator (JPC) on a monthly basis, including transportation and communication costs for work-related activities (mobile phone credit, for example);
v. The position is offered on a one-year contract, for the period of 18 January 2016 – 17 January, 2017. Extension is subject to a three-month probation period and a performance review one month prior to the end of the contract term.


SELECTION CRITERIA
Essential


1. Completed Bachelor’s Degree (minimum) with a sound academic record in a related discipline (eg. Public Health, Public Policy, Medicine, Epidemiology, Occupational Health and Safety, Environmental Health, Health Promotion, Community Health, Health Sciences Nursing and/ or Midwifery, Development Studies (Health), and/ or Health Education);
2. At least two years’ work experience in the health sector, with demonstrated experience contributing to, or managing, projects to completion;
3. Sound level of English proficiency, both written and spoken, and a willingness to develop this further as a part of the role;
4. Computer literacy in the Microsoft Office suite and social media for professional purposes;
5. Demonstrated strong interpersonal, representational, relationship-building and conflict resolution skills;
6. Excellent time management skills and the ability to work with minimal supervision and prioritise a range of tasks.


Desirable
7. An understanding of key contemporary public health issues and key stakeholders in the Indonesian context;
8. Previous experience working in cross-cultural teams, ideally in urban and/ or rural Indonesian settings;
9. Skills and experience in graphic design, and in using design software;
10. Previous experience mentoring students and/ or providing pastoral care to international students.
