PURPOSE:
Responsible for supervision of direct reports, managing, operating and maintaining a highly automated water treatment plant that includes chemical handling, maintenance planning and scheduling, chemicals/parts inventory management, mechanical repairs/replacements, and workplace inspections/corrective actions. Also responsible for sustaining an environmental compliance and monitoring program that includes sample collection/submission, critical review of results, accurate data input/reporting and record keeping, file management, computer/network systems maintenance/backups. All of the above to be carried out in adherence to all applicable laws including environmental, occupational safety and health administration (OSHA) regulatory requirements, and all site specific legal instruments.
ESSTENTIAL DUTIES:
Day to day management of a 900 gpm water treatment plant and supervision of plant staff. Requires excellent leadership skills including the ability to motivate, retain and develop direct reports, and development/updating job lists for continual improvement.
Ability to manage the water treatment plant with minimal supervision, employing logical problem solving skills, knowledge of treatment plant operations and maintenance, environmental/health/safety procedures, techniques and regulatory requirements; including the physical and mechanical aptitude necessary to troubleshoot and repair water treatment plant systems.
Preparation of annual and long-term facility budgets and monitoring operating costs to ensure budget adherence.
Ensures compliance with environmental, health and safety regulations and company Health and Safety/Loss Prevention, Environmental and Social Responsibility policies and procedures by attending/completing relevant reviews, courses and seminars and by participating in professional or technical groups.
Optimizes waste water treatment plant operations as a primary task that includes maintaining/cleaning equipment, daily operational checks, bench meter sample analyses, pH calibrations, inspections, process adjustments, preventive maintenance, scheduling, parts/chemical inventory re-ordering and record keeping.
Performs advanced quantitative and qualitative analyses with logical troubleshooting skills to identify and correct issues or patterns related to the various systems and programs.
Operates light duty vehicles, forklifts, loader/backhoe, and all-terrain-vehicle (ATV) as needed to facilitate operational requirements including but not limited to sampling, snow clearing, chemical shipment unloading, reagent transfers and off-loading of general deliveries and arranges maintenance for the above equipment.
Develops or updates relevant Standard Operation Procedures (SOPs) and appropriate manuals that support site operational requirements incorporating regulatory conditions as needed.
Develops, completes, and logs all monitoring and inspection requirements (including unscheduled events such as spills and incidents) taking into account all Federal, State and company requirements to achieve full compliance.
Completes the maintenance, testing, calibration and record keeping for waste water treatment plant instrumentation, field meters/devices used for environmental and personal monitoring and sends out safety monitors/equipment for certification as required.
Maintains the on-site library/archived documents that includes scanning and backup of critical documents such as permits, approvals, licenses, hazardous waste/transport documents, and regulatory reports and correspondence.
Maintains and updates the Spill Prevention Control and Countermeasure Plan, Emergency Response Manual and Material Safety Data Sheets and documents annual simulation/training to ensure compliance with regulatory and company requirements.Identifies the need for, and aids in preparation of, contracts for all activities that cannot be performed by site personnel and supports the contractors/consultants to perform needed services. Directly supervises contractors performing work at the facility to ensure contractor progress and full compliance with work scope and OSHA and Company safety standards.
Generates/updates the environmental sampling manual/schedule and the requests for proposals for laboratory services and coordinates with contract laboratories to ensure adequate and appropriate supplies of compliance sampling equipment is available as needed to meet all regulatory requirements.
Prepares, collects and ships environmental samples with appropriate/updated chain of custody documentation and sampling records for analysis of waste, air, soil, and water in accordance with established procedures and protocols.
Completes critical review of laboratory results to ensure full compliance with regulatory requirements and issues/maintains all associated laboratory/company records and reports for environmental compliance with final data input.
Inspects water treatment plant and other worksites for regulatory compliance using inspection checklists and maintains a corrective actions register to enhance human health, environmental protection and regulatory compliance.
Completes weekly activity reports along with daily tailgate safety meeting/records and conducts/records Activity Hazard Analysis for the various tasks at the site.

Working Conditions:
Work is performed at an EPA CERCLA site at an elevation of 10,200 feet, mostly within the water treatment plant building but includes exposure to extreme winter/summer weather conditions and wildlife
Individual will be required to respond to call-outs and work extended hours, nights and days off as necessary to bring the plant back on line in the event of an unscheduled outage.
Driving to/from work and sampling locations using company vehicles under all weather conditions.
Confined space entry and fall arrest equipment use is a requirement.
Requires lifting, and sorting of materials, equipment and boxes and small pump repair.
Requires operation and interaction with general office computers and process control computers connected to programmable logic controllers used at the water treatment plant.
Hearing and vision sufficient to distinguish various pitches/colors of warning alarms.
Walking on rough, uneven, inclined or wet terrain for outdoor sampling/inspections and climbing stairs/ladders within the facility.
Wearing of personal protective equipment including hard hat, steel toe shoes, safety glasses, face shields, fall arrest harnesses and lanyards, respirators, earplugs or earmuffs, gloves or any other equipment to perform duties safely.
The individual may be exposed to environmental hazards while transferring or unloading chemicals at the water treatment plant or when completing repairs and maintenance on process piping or pumps and while investigating spills and collecting samples.
Position requires periodic business travel, via air and ground transportation, to domestic and international destinations.
Supervisory:
Direct supervision of 3 water treatment plant operators including mid-year and end of year employee evaluations, and shift scheduling.
Direct supervision of activities being carried out by contractors and consultants on site, including delivering site orientation, work inspections, and enforcement of safety policy.
Relationships:
Individual will be on-site representative to Federal and State agencies, professional organizations, local Communities of Interest, and the general public.
Qualifications
Training & Experience:
5+ years of water treatment plant operation experience with a preference to candidates with a technical degree or technological diploma in Environmental or related sciences.
Colorado Class A Water Treatment Plant Operators License or the ability to obtain one within 36 months
Requires excellent organizational skills with exceptional communication skills in oral and written presentation mediums and can work to resolve issues independently or in a team setting with self-initiative to continually identify and improve systems and procedures.
Competency with relevant environmental and OSHA regulations gained through training and experience.
Experience in process control systems, programmable logic controllers, mechanical repair/replacement of process equipment, instrumentation, electrical and computer software and systems/networks maintenance.
The individual must have proof of, and maintain, a valid Colorado Driver’s License, or the ability to obtain a Colorado Driver’s License if relocating from outside of Colorado.
Training certificates for Emergency First Aid/CPR, Confined Space Entry, Transportation of Dangerous Goods, HAZWOPER Training, Forklift Operation certification, and Fall Protection are a plus.
