Operations Assistant II (VN/ID10/2015/063)

International Organization for Migration (IOM) Indonesia is looking for an Operations Assistant II, according to the terms of reference below:


I. POSITION INFORMATION


Reference No.: VN/ID10/2015/063

Position title: Operations Assistant II

Position grade: General Service Staff / G-5

Base Salary: IDR 12,678,917,- per month

Duty station: Jakarta-Aeropolis Office

Type & duration of Contract: One Year Fixed Term Contract (The first three months will be considered as probation period), with the possibility of extension.

Organizational Unit: Movement Unit – RCA Project, Jakarta

Reporting directly to: National Operations Officer

Overall supervision by: Deputy Chief of Mission

Estimated start date: Immediately

Closing date: 27 August 2015


II. ORGANIZATIONAL CONTEXT AND SCOPE


Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


The Regional Cooperation Arrangements (RCA) are a mechanism through which the Australian Government and the IOM support the Government of Indonesia (GoI) in managing human trafficking, people smuggling and irregular migration in the Indonesian archipelago to assist in preventing onward irregular movement to Australia. IOM’s specific role in the RCA (implementation start date: 2011), is to provide direct and auxiliary services to migrants referred by the GoI to IOM, in the following support areas: (a) accommodation management; (b) meals/living allowances/basic supplies; (c) medical care and counselling; and (d) assisted voluntary returns.


General Functions:

Under direct supervision of the National Operations Officer, and the overall supervision of the Deputy Chief of Mission, the incumbent will be responsible for assisting the movements and transit assistance at the airport, and other relevant activities such as the Assisted Voluntarily Return Movements, United State Admission Programmes resettlements Movements, Australian Resettlement Movements and other related movements.


III. RESPONSIBILITIES AND ACCOUNTABILITIES


1. Responsible for assisting movement activities at the Cengkareng airport including preparing, providing assistances and reporting the activities.


2. Coordinate and communicate with Jakarta Office for handling resettlement, voluntary repatriation, Victim of Trafficking (VoT) returnees’ and local movements.


3. Ensure that all relevant staffs are informed of any requirements with flights/ movements activities.


4. Maintain the coordination with airport liaison officers and authorities.


5. Ensure that all financial, logistical, and documentations needed for Assisted Voluntary Return (AVR), Resettlements, Local Movements, and Victims of Trafficking (VoT) Returnees movements are well organized.


6. Ensure that all payments for migrants escort are paid according to Standard of Procedure (SOP).


7. Escort Irregular Migrants (IMs) on the movement as required and ensure that specific duties as escort are carried out efficiently and effectively.


8. Arrange the accommodations near the airport for the migrants during their overnight transit at the airport.


9. Coordinate with the Finance Unit regarding to the funding request and settlement.


10. Prepare and provide weekly and monthly reports on the movements activities


11. Willing to undertake duty travel to the other places to assist the migrants at any time.


12. Perform such other duties as may be assigned.

V. EDUCATION AND EXPERIENCE


a) University (S1) Degree in Management, Economics, Political, Social Science or Business and Counseling.

b) At least 5 (five) years of experience working experience in any of these fields, particularly in dealing with migrants, refugees/asylum seekers, and minimum 3 years of operational airport experience

c) Knowledge in assisting emergency operations

d) Proven ability and experience in liaising with UN, Government Departments/Authorities, airport authorities and other international organizations;

e) Working knowledge of IOM procurement, admin and finance rules and procedures is an advantage.

f) Proficient in computer applications

g) Willingness to travel.
