International Organization for Migration (IOM) Indonesia is looking for an Application Developer, according to the terms of reference below:

I. POSITION INFORMATION

Organizational unit: Statistics & Reporting Unit (SRU) – RCA Project

Reporting directly to: Senior Project Manager

Overall supervision by: Deputy Chief of Mission

Estimated Start Date : Immediately

II. ORGANIZATIONAL CONTEXT AND SCOPE

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.

The Regional Cooperation Arrangements (RCA) are a mechanism through which the Australian Government and the IOM support the Government of Indonesia (GoI) in managing human trafficking, people smuggling and irregular migration in the Indonesian archipelago to assist in preventing onward irregular movement to Australia. IOM’s specific role in the RCA (implementation start date: 2011), is to provide direct and auxiliary services to migrants referred by the GoI to IOM, in the following support areas: (a) accommodation management; (b) meals/living allowances/basic supplies; (c) medical care and counselling; and (d) assisted voluntary returns.

General Functions:

Under the direct supervision of the Senior Project Manager, and the overall programmatic oversight of the Deputy Chief of Mission, the incumbent will be responsible for assisting the development of the IOM Indonesia Migrant Registration and Assistance Monitoring System (RAMS).

III. RESPONSIBILITIES AND ACCOUNTABILITIES

1. Assist the lead developer for future enhancements and development of database on migrants under IOM care (RAMS)

2. Ensure the integrity of the RAMS database.

3. Handle feedback, support request, or bug report from users in field offices regarding the RAMS components (web, desktop client, iPad client) and respond to them accordingly.

4. Assist in the task of administering the system when required.

5. Prepare and provide the monthly report regarding the progress of the work to Project Manager.

6. Backup to other reporting functions in RCA SRU, such as producing ad-hoc data and statistical report

7. Perform other duties as may be assigned.

Technical

a) Anticipates and prepares response to changing IT needs of the relevant organizational unit

b) Delivers optimal IT solutions within defined resource parameters

c) Correctly applies knowledge of specialized IT disciplines

V. EDUCATION AND EXPERIENCE

a) Indonesian National with Bachelor Degree from an accredited academic institution, preferably in computer science.

b) At four years of IT professional experience in areas of software development.

c) Positive mentality, passion for writing codes, adaptive and willing to learn new technology stack.

d) Strong foundation in object oriented design and concept.

e) Excellent skills in C# and Java programming language, know what the best tools of trade to solve a particular problem. Experience in J2EE programming is a plus.

f) Familiar with web technologies such as HTML5, CSS3, JavaScript and AJAX. Experience in development using Bootstrap and AngularJS is a plus.

g) Familiar with Linux or UNIX based environment and CLI.

h) Experience in agile web framework, e.g: Rails, Grails, Django, or Play Framework is an advantage

VI. LANGUAGES

Fluency in English both oral and written is a must.
